Sorry that you're having trouble.
First thing's first, let's locate the "winsetup.exe" program which was included with your download.



The default settings are as shown here:


Commonly, if a computer won't run Cart Life,
changing the graphics driver to DirectDraw 5 remedies things:


If you've got a fast machine or a huge display,
the game will look sharper with 2x nearest-neighbo(u)r filtering:


...but that's all I've got.

Oh - one more thing:
A user named "Arclight" pointed out that Cart Life won't run correctly if located in Windows 7's "Program Files (x86)" directory.
It'll say "Unable to write to the current directory (...)" and crash. So if you're getting this crash for this reason, just move the whole thing elsewhere on your disk and it'll be fine. I mean, I hope it will.
